Most municipalities limit the number of people to 1 person for every 8 square feet. They vary by location so it may be different where you live. But in Upstate NY you can have about 875 people

Any number of people can, but I assume you mean at the same time in which case I do not know the answer.

well, if you give a person a 1ft square of personal space (which is not enough) then 6955 people.
but you should really look up the safety requirements for it. that's what really matters, not like... the size of them.
