I know exactly where you're coming from here. I went to my dermatologist asking her about the dry patches and bumps on the back of my arms. I had been using acne medication on them thinking that would help.
It turns out that the back of the arm can be a very dry area on many people. This dryness creates irritation and small bumps to occur on the area. using acne medication on them only further dried out the skin. My dermatologist suggested that I use a good quality lotion on them and so far it has really helped!
I'm not saying this is the situation you are in, but it's a start! If you can, arrange a visit with your dermatologist if this problem truly concerns you.

When you say "a while," do you mean weeks, months, or years? If you're talking years, it may be keratosis pilaris. It looks like chicken skin. There are lots of little dry bumps, and if you pick at them you can pull out a hard little core. It's caused by a buildup of keratin (the stuff your hair and nails are made of) in the hair follicles. Check the first link below for a picture. If this looks like what you have, you can use lotions with glycolic acid and urea. Used consistently over a couple of weeks, it helps some people with KP. Be sure to use sunscreen because it makes your skin more sensitive to sunburn. If you stop using the lotion, the KP will come back.

They sound like a very common type of dermatitis. If you want to, try 1% hydro cortisone cream, its over-the-counter. If it doesn't work see a dermatologist if it bothers you enough.

They are not dangerous to you at all.

it is most likely acne, thats what i had/have. you should get a good acne/zit cream.
