FDR started welfare and social security. This was part of his NEW DEAL.

He was elected to office on the promise that he would end the Great Depression. He formulated his "New Deal" programs, which had as their basis the intent to put people back to work. His administration delevoped such mass employment programs as the WPA (Work Progress Administration), the CCC (Civilian Conservation Corps), and, later, the NRA (National Recovery Act).

Well it was a depression. And he did it in three ways. Reform, recovery, and resolution.
Reform- Were making laws and acts like the social security act.
Recovery-providing money
Resolution- providing jobs.

im not sure wat u mean by recession. if you mean the depression, he focused on relief, recovery, and reform of the economy.
