Sounds like you need a good anti-virus and spyware software. I would also recommend a firewall too. I would recommend the best firewall, which would be ZoneAlarm and I would touch up on the spyware and antivirus software next.
1st, don't waste your time with AVG, spybot, ad aware, spyhunter, cs, panda, or anything of the sort. Stay away from anything that is FREE when it comes to spyware and antivirus software. There is a reason why they free. They are NOT good.
2nd, You need some of the best software out there. Norton Systemworks is very good. That's the only good software from Norton. Don't get Internet security, its not that great. Now the best software you should get is Spysweeper with Anti-virus, this software is too good and gets better everyday. It blocks over 170,000 threats. No other software can compete with that or come close for that matter. I've used them all and it is 2nd to none.
3rd, after you install and update the software, since its in your system you will have to turn off system restore and then go into safe mode and run the scan and eliminate the virus. then after removal, reboot and turn system restore back on.
4th, any probs during or after you do all this, send me an e-mail.

Restore point does not get rid of it. It will restore the OS but it won't be able to get rid of the virus. Once you go to internet explorer the virus hiding in some document folder somewhere whish was not affected by the restore points since it does not delete recent documents activates itself once again.

Cause anti-virus is to guard against "viruses".
You also need anti-spyware programs to prevent "spyware" installing itself. Windows Defender, Adaware, Spybot ect.
Spyware Blaster is a good one for people who use IE browser (I'm not sure if they've updated it to work with latest IE though). If you get infected on your browser... you can go back via Spyware Blaster to an earlier save when your browser was fine.
Getting a nasty ActiveX infection on IE is a right pain... it can run deep.
