Roselia is found on route 117 in the wild in both sapphire and ruby. It also has a pre-evolution and an evolution in the upcoming diamond and pearl games.

you cant find roselia in pokemon emerald. you can trade from sappire ruby and if you have a gamecube glade of darkness only if you beat the game.

in case you have seen it, look interior the pokedex. bypass to section like the place you will locate the pokemon, if it says section unknown then i assume you gotta get it from ruby or sapphire. i dont be responsive to i've got on no account performed pokemon emerald.

I'm afraid not, just like every other pokemon game there's some missing from it and you must trade to get them. if you need to know what pokemon are missing for it here is a list.
