You'll need a powerful electric type to take down his team. A Lanturn would be a good addition because of its water/electric status or Magneton with its powerful steel/electric combo.
Wailord-Magneton/Lanturn. The hardest part will be its defenese but with a powerful thunderbolt, wailord will go down easily.
Miltoc-with high defense, speed and considered one of the strongest water types, this will be his most difficult pokemon. Use Magneton/lanturn. They might faint if so bring out a grass type.
The rest of his team, heal your electric and grass types if they faint quickly and keep attacking. If you still have trouble, level up some more.

You will need Electric, Grass, Flying or Poison types to have a good shot of beating him. All of his Pokemon are in the high 50's yours should be close to LV 60 or better.
