Like another answer, go out and meet some people. Smile, say hello. Go places where other people meet. Church, community centers, ball games and other sports events, etc etc etc.
Also, once upon a time, when I was a little girl (about 50 years ago) I came home and asked my mother how to make friends. She said something I still carry with me today.
"To make friends, BE A FRIEND."
Makes sense?

I keep saying the same things .. treat others the way you want to be treated. Get involved with activities that you enjoy. You will meet others who also enjoy those activities. Introduce yourself and ask questions of others. Talk but also listen to what others say. When people have things in common its easier to become friends.

i like you chicken legs. i don't care if you have chicken legs. i just ate a chicken leg with bbq sauce smeared all over it. i licked it clean and down a large cold glass of white wine. i feel good and wish you were here. want friendds? just be nice and go to the right places. like join the unitarian church and date people who arent on booze and drugs etc. just be brave but don't overdo it. Learn. Learn by trying this then that. take a lot of time to get smart about such things. listen more than talk.

E ye contact is important if you want to create rapport

Get some hobbies. Join some clubs. Learn how to play sports. Get a job. Go to dances. Help an old lady across the street. Any or all these things will lead to meeting others. When you meet others then friendships bloom.

Find a club in your area about something you're interested in and join. You'll find lots of people with interests similar to yours.

Talk to people, tell stories, talk a lot, say random things if you want and your friends will just fall into place. :)
