The Hornets owner alienated all the Charlotte fans and begged the NBA to let him move so they finally agreed and they moved to New Orleans and then eventually started splitting time in Oklahoma as well due to Hurricane Katrina trashing the arena there.

Charlotte was a good fanbase though and led the NBA in attendence for a few years before the owner issues so the NBA let them have a new Expansion team and they became the Bobcats after a naming contest and the name is said to give the majority owner Bob Johnson as part of the name (Bob's Cats, he liked that so agreed to that name)

completely different teams and franchises

The Charlotte Bobcats were always the Charlotte Bobcats.
When the Charlotte Hornets moved to New Orleans they kept the name "Hornets". Then when the New Charlotte franchise was born they took the name "Bobcats".

Well in 2002 the hornets moved to charlotte it wasnt till the year after that they started talking about an expansion team to replace them. So it wouldnt be natural to tell management and ownership to change their names.
