I have long dark hair, am indeed a girl, dark eyes (no$ for contacts) would love to do something dark and gothic, simple, maybe from a not-so-well know show/manga- I'll look into it....I know I am cheating by asking for Ideas but I dont want to change my look that much and nothing comes to mind- well some things do but I want some outside advice. I figure this is about as outside as I can get.

I think would fit well, long dark hair, dark colored eyes and very dark character (she's like a shinigami) can do her kimono style or her in school uniform.

Hazuki from Tsukuyomi moon phase which is a gothic-lolita style anime, she's a vampire and has dark long hair.

These are a few examples of dark character or characters that came from dark or gothic-lolita style anime and fit somewhat of your description.

You don't have to be 100% when cosplaying so even if they don't fit your eye color for example (as many characters have non-realistic colors) it boils down more to your costume and how much fun you had.

Go gothic-lolita then. There are many anime and mangas that have them. Polaris from X-Day for one, Chi from Chobits. You necessarily dont' have to be from a show or anything since many people accept it as being Gothi-Loli and know that it is from Japan. Mana is a pioneer of EGL and it's a guy wearing those cute dresses.

I'll tell you the cheap way to go about it. For starters, you'll need a dress as your base. The kind that look a bit old-fashioned, with preferably short sleeves with a bit of a puff to it. You can either used a needle and thread, or wing it with a glue gun. You'll want to use a good amount of thick white lace. Go crazy with the lace: edge the trim of your dress, make a faux bodice over the chest, ruffle it a bit. Just make sure that it is secure so that you don't have lace hanging down. Get some Mary Janes and gloves, style your hair, and you should be good to go.

I'm cosplaying too. So yeah.

I agree with the EGL idea. The only other characters that come to mind are the witch from XXXholic and the woman from Gilgamesh (I'm sorry, I can't recall their names).
