To learn PHP/Apache/MySQL, you can buy any book like Beginning PHP5, or any one related to beginning level PHP development. Each book contains some material to configure Apache, MySQL, and PHP on almost every operating system. The main difference you will get initially while shifting from windows to *nix, is the interface of editors. You many not find linix editors as handy as of windows based editors. But practice makes a man perfect. You will have to practice these editors like vim, etc.

MacOSxX and Linux have Rails and RoRails preconfigured. You might have to apt-get ruby or rails, there are lotsa libraries now. It also works with anything windows.
You can VPN,apache,mysql,php,java,well it is Ruby, it talks to whatever you want.
