No President changed workman's comp law.

There are no Federal workman's comp laws, except for:

Federal Employees...federal employment compensation act.
Merchant Marine Act
Longshore and harbor workers compensation act.

All other workman's comp law's are State Laws

None. Worker's Compensation is regulated by states, not the Federal Gov't.

Except for federal employees and certain others, and those are regulated by the Office of Personnel Management (OPM) or other agencies within the command structure.

The president doesn't change laws. He just has the choice of signing or vetoing the laws and revisions as presented by congress.

The presisdent has far less power to affect things than most people think.
