laws sometimes are even more lax in a college town because many people make questionable decisions while near and in the college atmosphere.

because that isn't vague to the point of confusing. by aren't supposed to be doing, do you mean that it is illegal or frowned upon? and because you call them "ur peers" vs. the faculty, i assume you mean students. and by campus you mean college? there is no way to accurately answer your question without further information. in general, though, i would say that if their actions don't directly harm you or someone else, then butt out - it doesn't sound as if it concerns you. chances are they will be caught eventually, anyway.

the highest person on campus that isn't doing it but will listen to you. If it's only teachers doing it, talk to the principal or the vice principal. If the Principal's doing it too, send an email to someone who works for the district, for example someone on the school board.

I recommend sending an anonymous letter to the department chairperson, if that person is not involved. If the individual is involved, try sending the letter to the dean. If you get no where going up that chain of command, send an anonymous tip to the local newspaper and/or college newspaper.
Good luck!
