The horn in the Cavalier is pretty weak. Go for an air horn. Easy to install and use and will scare the bejesus out of other drivers.

this horn set up is a simple circuit. power starts at the cig lighter fuse, this is the power supply to the relay for the horn, the horn button is the ground signal for the horn relay, once the horn button is pushed the ground from the button grounds the relay causing the relay to send power to the horn thus making the horn to honk. the simple way of checking to see if power is getting to the horn is to install a test light between the 2 terminals of the horn connector which is located on the horn itself inside of the right front wheel well just behind the bumper. good luck.

Either repair the lighter or disconnect the lighter and replace the fuse. The lighter is not needed and if your a smoker, doing this will save you money and your health in the long run.

it's a fuse or a relay switch.. shouldn't be expensive. a whole pack of fuses cost a couple of dollars and the relay switch shouldn't be more than 5 or 10. just guessing

Check fuse panel to see what fuse it is then replace to see if that will fix it.
