The idea of a "parallel universe" is often misunderstood because of it's use in science fiction.
A parallel universe has a different meaning depending on which theory you subscribe to. A theory that involves branching timelines as a dimension could mean that every possible outcome of every causal event with more than one possible outcome leads to a branch in that timeline, creating new timelines - one for each possible outcome - and thus there are infinite timelines and as such infinite parallel universes.
As you can see, this does not mean that a parallel universe is a science-fiction style "bizzaro-world" where everything is the opposite of the way it is in this universe.
So, assuming that there are infinite possible universes due to multiple linear progressions resulting from each causal event, would the genocidal atrocities of world war II be reversed? Probably not, as due to the nature of causality I'd assume that a progression to such an outcome would be impossible - it would lead to an untold number of paradoxes.
However, it is impossible to estimate. It is rather obviously impossible to know every causal event in the history of the universe. This does not preclude the possibility that, due to some variation in outcome in past events, such a situation would arise. However in whatever universe that such events occur, the "Jews" and "Germans" that we know from the current state of the universe that we are living in would not exist, at least not in the state that we know them.
So the answer is either no, or that there is no answer, or that there is no such thing as a parallel universe that would include humans with a similar enough history to ours. It depends on which theory you believe, and none of the current theories that involve parallels due to branching timelines are really theories - they cannot be proven and as such are philosophies at this time.

In theory yes. The most widely accepted theory of parallel universes is that every posible outcome of a situation occurs in each of an infinate number of parallels. for example, if you were debating whether or not to call your ex- in one universe, you do and the conversation goes well, in another you do and the conversation goes badly, in another you decide not to, etc. etc. because every eventuality is exibited in a universe, and they are of a nearly infinate number, it would stand to reason that a universe where "jews put germans in a oven" not only exists but occurs in more than one universe.

I do think parallel universes do in fact exist. I do not know if I believe that they are a mirror of us or that we have a double there. I think it is just a universe that is on the same plane with us, just in another dimension.
One theory in dealing with ghosts is that sometimes we are not seeing a ghost, but an actual living breathing person in another dimension that for some reason the veil has been lifted for a second or two and we see life going on at the same time we do.
