what exactly do they mean by that? Is it...
a)size matters if the penis is very small, like smaller than the average (like less than 5-6 inches)
or
b)size matters to where the penis has to be bigger than average (like over 6-7 inches)
What about that grey area inbetween?

It does matter, but not in the way most guys think. It's not about how BIG you are, but that you're not smaller than average. Too small and its just not as good. Also, girth is of huge importance. I'd rather be with a shorter guy with more girth than a longer guy with a skinny one.
But...as a old 40s song said so well..."it ain't the meat its the motion." If ya got the "skills," size isn't nearly as important.

Frankly, unless the guy is pencil thin or only about 2 inches long, size really does NOT matter. What the guy does with it matters a LOT. I've had partners who were in the 5" range who were far and away better in bed than guys who had 10" penises. Its all a matter of technique.
If you're concerned about yours, go find some good books and give them a deep and meaningful read. Sensational Sex, the Ultimate Sex Book & Sex and Loving all come to mind.

The ones who say that size matters are liars and are just trying to bust your ego. Size doesn't matter (check online there are 100's of files) any more that the size of their boobs matters. Preference is a different thing BUT considering most people have only been with a couple of people, then the argument is not valid as to size being a real issue.

Size does matter at times. I have had sex with a man that had a larger that average penis and it was very wonderful. I have had sex with a man that has a small penis, and it was just as wonderful. If a man is not so great in bed, it helps if he has a large penis. Makes up for the lack of skill. So, as long as a man does everything he can to please a woman in bed, size won't matter.

Well I am a female and I think yes, it matters, but it's not everything. It really depends on the girl and what you DO with it, not necessarily the size of it.
