Errol is an "ancient" (meaning "old" the way Ronald Weasley says it) that belongs to the Weasley family.... used to belong to Percy Weasley until he received a new owl ("Hermes") as a reward (from his parents) from being made a Hogwarts Prefect.
I believe he first debuted in "Harry Potter and the Chamber of Secrets" (Book 2 of the HP series) when he "fails" to deliver a message by collapsing from exhaustion right before entering the kitchen window in "The Burrow"

Errol was a snowy owl blessed with the ability to convert gum leaves into gum boots. He was very popular in New Zealand.
A bootmaker by the name of Cyril helped Errol with distribution and sales. Cyril thought Errol belonged to him, but in reality Errol was a free spirit and belonged to Guiseppe.
