It is about the Muggle witch-hunts in the Middle Ages. I don't know why I've decided to help you with your homework...

She allows herself to be captured by Muggles. It is in italics or a different font in the first chapter, you should be able to find that, the whole chapter is only about 15 pages long.

It was about witch hunts and that when a real witch was "burned" at the stake, they would preform a charm that made the flames tickle instead of burn. Wendelin liked the feeling so much, she disguised herself & allowed them to capture her several times.
