It is just one mountain and has limited space for monumental sculptures. When they did it (to attract tourists) they went with what they had - three founding fathers and the current president.

Mount Rushmore National Memorial, near Keystone, South Dakota, is a monumental granite sculpture located within the United States Presidential Memorial that represents the first 150 years of the history of the United States of America with 60-foot (18 m) sculptures of the heads of former U.S. Presidents George Washington, Thomas Jefferson, Theodore Roosevelt, and Abraham Lincoln.[1] The entire memorial covers 1,278 acres (5.17 km²),[2] and is 5,725 feet (1,745 m) above sea level It is managed by the National Park Service, a bureau of the United States Department of the Interior. The memorial attracts approximately 2 million people annually.

Known to the Lakota Sioux as Six Grandfathers, the mountain was renamed after Charles E. Rushmore, a prominent New York lawyer, during an expedition in 1885, At first, the project of carving Rushmore was undertaken to increase tourism in the Black Hills region of South Dakota. After long negotiations involving a Congressional delegation and President Calvin Coolidge, the project received Congressional approval. The carving started in 1927 and ended in 1941 with a few injuries and no deaths

The four presidents were each chosen because of their unique and significant contributions to America.

George Washington, usually referred to as the Father of the Nation, the first president under the Constitution, and a famous war hero of the American Revolutionary War

Thomas Jefferson, idealist, primary author of the Declaration of Independence, President who doubled the size of the nation overnight.

Abraham Lincoln, held the nation together during the Civil War, ended slavery with the Emancipation Proclamation

Theodore Roosevelt, creator of the National Parks

George Washington, and Jefferson for obvious reasons, Lincoln because he preserved the union, and Teddy Roosevelt because he is viewed as the man who made he U.S. a world power. Why them? Why not and since there was just so much room on the mountain the four were chosen.

The sculptor, Gutzon Borglumchose, choose those 4.

Washington, Lincoln, and Jefferson are somewhat obvious, but Roosevelt happened to be a friend of the sculptor.

Borglum chose the four because to commemorate the founding, growth, preservation and development of the U.S.

Those was just the four chosen. They wanted to put more some years later but it was thought it might effect the mountain maybe start corrosion or something.

Borglum wanted to sculpt more , but the rock was too unstable. He visualized the images of these presidents in the rocks before he started to sculpt, they best fit the rocks profile.

You will have to ask the artist. Art is a personal choice.
In this case the artist probably had to get this approved by those governing at the time.
