At 18, If u want to do it, be careful. Go to a professional or a doctor. Do not clip it to tide as it will buried in your belly button. I've seen it on a kid. He had to go on a surgery to remove the buried studs. Poor kid. What use to be so cool to have a pierced belly button now become a scare on the tummy. Clean skin is more attractive.

In most states you have to be 18, or you could pierce your belly button at 16 with your parents permission.

I don't know if there's supposed to be a legal age, but 2 of my friends got it together when they were 15 & 16. I don't know if the piercer was legal of not, though. You may need parent's permission if you want it professionally done. Otherwise, get it done by places who don't care about age.

To get your belly button pierced without an adult, you have to be 18. Of course, there are a bunch of places you can go that don't generally care about age. ...
