Interesting...I automatically assumed a "new love" meant a person, but the fact that you wondered if it meant a "new type of love" is intriguing. Maybe it could mean both. By a "new type of love" it could mean a new passion, or new dream of something you want to do and love to do. By a person, and by the word "new" it could mean that whoever is coming into your life is someone you haven't met before or maybe it's someone you know, but have not ever considered "loving" before. But whichever one it is, it's coming FAST.
Depends on where you're at in your life to know how to apply it.

Thinking positively, it could be either or both possibilities. If we break the proposition down to its phrase and operators: 'a new love' is 'coming into your life', 'is' has no time tense and could be interpreted as an equater rather than a predicate for being as opposed non-being (in other words, a possibility not in reality except minds reality), and 'very swiftly at that', more swift than what and at what. It is no wonder you are confused.

That's called cold reading.
The very fact that you don't understand the phrase is proof it doesn't mean anything. Unless you got that exact sentence from a trusted friend who was trying to clue you into something you should ignore it.
It sounds a lot like a horoscope. Those are intentionally written to be vague and ambiguous. That way you can interpret any event as having been predicted.

It means a new person that is either right infront of your nose who you have known for awhile, or it is someone who you just met. This is supposed to mean that one of the people listed, will be your true love. So I suggest to keep your eyes open.
