I have seen this issue twice. One was with a Microsoft security update being installed and the other was Internet Explorer 7. If you have IE 7, boot into safe mode and uninstall it and see if that works.. Also, when in safe mode, you can try this:
Go to C:/Windows/Registration
Right-click the "registration" folder and select properties.
Select the "Security" tab, then the "Advanced" tab
Ensure that the "Inherit from parent" box is checked.
Also, make sure the Everyone group is listed and has read/write access.

hit ctrl alt delete. (all at the same time) to open the taskmanager. in taskmanager go to file, new task, type explorer in the box.

You can always do a system restore - to yesterday or something - sometimes that's the easiest, cleanest way......
