my car has been acting weird lately. whenever i drive down the road the rpms flutter. its not by that much maybe 100 to 200 rpms so if your a passenger its not really noticable but it is to me. it also will not start sometimes for me. if i let it sit for a while it will usually start just fine but if i run into the store really fast and back out it doesnt want to start and then once it does start it makes a really strange rough engine running noise and i push on the gas it doesnt want to go but maybe 5 miles per hour. after about 5 minutes though it smoothes out and drives fine.

Sounds like something with the fuel system. It could be something as simple as a fuel filter. When you find it hard starting with a warm start, try putting the car in neutral and reving up the motor. If it winds up ok, then when you put the car in drive, if you cannot get it to go, i would suspect fuel pump, filter or the fuel regulator.

Another thought would be a bad distributor, crossed or arching spark wires. Pick a dark night and lift the hood and look for sparking.

Sounds like a choke issue, which means, that it could be your temp sensor, throttle postion sensor, or EGR valve. Ifyour check engine light is on, take it to auto zone and hook up to there diagnostics machine, its free.

sounds to me you need a good tune up
or the timeing belt needs replaced

IT DEPENDS ON THE MAKE OF CAR. IT COULD BE FUEL PUMP OR FUEL PRESSURE REGULATOR.
