If you look at the picture closely, I suggest using the pause featured, the other seasonal inn keeper is also there. I bleieve that photo represents the inn's power to keep your spirt once dead.
You should probably check out the novel by Stephen King, which is relatively similar. The site below also has some added information about the ending that you might find interesting

Not sure what you are asking as Jack is the "focus" of the film the shining and showing him at the end frozen and dead kind of "closes" out the whole sequence of the film.

The photograph says "Overlook Hotel, July 4th Ball, 1921". It confirms what Grady (the caretaker that killed his family) told him in the bathroom - "you've always been the caretaker". The picture taken in 1921 proves he's always been there.
