yes, because many of their parents did not have a chance to go to good schools or colleges or get good jobs. many of their parents did not have economic opportunity. when the parents are poor, they live in a worse school district (usually) which impacts the ability of the minority student to achieve. wealth builds up over generations (ie my parents could not help me with college but i could help my kids) so it takes a few generations to recover from the impact of segregation. because of long social segregation, different cultures arose and still exist among black americans than of the majority white americans. this is another impact. differing cultural ideas and values will also impact (for example blacks often speak a different dialect than what is looked for on the ACT). email me if you want to know more.

There is a chance that it did only because so many people that are part of a minority feel that people or groups of people don't want to see them become successful, so they fight that much harder and work that much longer to acheive their goals. I'm not saying these people wouldn't be driven anyway, but perhaps things of the past fuel their fire. Perhaps the past gives them that much more cause to stand up and refuse to give in despite any obstacles.
