for website u need domain ( www.yahoo.com, www.indiatimes.com, www.google.co.in) u have to purchage domain and then u have to decide how much bigh u need website then u will have idea to take web space. you have two option either u take web space on win 2k3, or linux. 2k3 is still bit expensive it depend on ur requirement. after then u go to any webmast ( web devloper) they will build web page and launch webisite. for any suggestion u can ask me on my email kumar_subodh1984@yahoo.co.in

Geocities is an excellent starter. You can get a domain name through them, and design a website through them. The domain name with Geocities I don't think is transferrable to another hosting company, so that could be a drawback.
If you are serious about a business then I would suggest purchasing a domain name from any number of companies online. You then have to have a hosting company. I have a link on my site for IPower, I have found they are one of the better hosting programs. You can also build a website through them.
If this is for personal use, there are lots of sites on the web that offer cheap domain names along with hosting.

I would recommend using NVU editor (www.nvu.com), it's free and wont tie you down to one method of editing. NVU pages can be transferrable to frontpage or dreamweaver html editor

For free hosting, try google pages pages.google.com or yahoo geocities ,
its sort of free hosting, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features
its up to you how developed a site you want and if you want to use your own domain name
