I'm pretty sure its A, because Taft was Roosevelt's "hand picked" successor, and Roosevelt was progressive Republican, therefore the conservatives didn't like Taft. The conservatives slowly began to pull him over, however, after he had been in office. This is what led Roosevelt to run again in 1916 under the Bull Moose Party, (he was outraged that Taft had turned conservative) even though he had vowed not to.

Pinchot was already biased because of his scandal during Roosevelt's term.
Progressives were anti-tariff to begin with
Limiting the power of the Speaker outrage conservatives, because they held to position, and
Tafts conservation policy was the same as Roosevelt's.
