If candidates for US presidency take exams to make sure they are not idiots, then Republicans will never be able to elect their president. That would be unfair.

Intellect doesn't mean they have any leadership qualities or a vision to create wealth in the world. Today most of our "leaders" buy their way into office with others moneys promising entitlements.

The laws & budgets they approve tend to be a hajpaj of unrelated items where a few go ideas carry the garbage into law. It is time for each & every law or budget item to stand on its own merrit. This requirement would mean that everyone could see who was in whos pocket or bought off. The politicians would become accountable

I think a better idea is reform the Presidential Debate Board. Ask the candidates questions that they haven't heard in advance and allow unlimited follow up so the more informed candidate can be an obvious winner.

The current sound byte debates organized by the Democrats and
Republicans don't serve anyone except the less able candidate.
