Favors aren't good therapy.

to allow certain actions, to deny what is going on, and to look the other way instead of halting the action is doing someone a favor and that does not help to meet his/her needs.

Depends on the favor. Help that doesn't require any work from the recipient is often unhelpful in the long run though, because it undermines self-sufficiency. I suspect that's the intended meaning of the statement.
