x = total width of walkway in feet
3x = total length of walkway in feet
x - (2*2) = width of pool in feet
3x - (2*2) = length of pool in feet
area of rectangle = L*W
area of pool = (x - 4)*(3x - 4)
= 3x^2 - 16x + 16 in sqft

Draw a picture of a smaller rectangle inside a larger rectangle to illustrate this problem. After labeling the sides, you get that the area of the pool INCLUDING the walkway is simply L*W. Since L = 3W, the area becomes 3W^2.
Since you're only including the pool's sides, you get
Area = (W-4)(3W-4)
because the walkway is 2 feet on all sides, you include two 2 foot edges for both the length and the width. That's why you subtract 4 from both the width and length.

Since the walkway is the same width all around, it doesn't matter how wide it is... if the total length (including the walkway) is 3 times the total width (which also includes the walkway), the area is just length x width... and since L = 3W, the area = 3W x W or 3W^2

Okay, here is the setup:
length x width = area
Now they are asking for the area, with 2 feet added to each side, all the way around.
So, (length + 2) x (width + 2)= area with walkway
okay, they tell us the total length (l +2)= 3 (w +2)
Now, let's work that out for the length.....
l + 2= 3w + 6
l = 3w+4
Area= (3w + 4) x (w + 2)
That's how I would do it.
