Squat down to their level and tell them in a firm voice "Stop kicking me right now!"
If they don't stop and the parents are not doing anything (which would tick me off even more), take the child by the hand to the parent and say "If you cannot stop your child from kicking me I will." Then hand over the kid and walk away. If the parent gets angry at your comment say "If an adult were kicking me and I didn't want them to I would call the police and file assault charges. But since this kid is a minor I would have to file them against YOU. Now control your kid. Is this how you want them to behave when they are big enough to really hurt someone?"
Of course you might be able to word it better...but you get the idea.

It depends on the age of the child. If it was a baby, they can't help it their still trying to figure out how to work their legs and arms.eyes.... If it was a child that could talk I would get down on their level and let them know that what they were doing is wrong and then explain why in a way they could understand.

If it was my kid? They would be appropriately punished. Kicking mom is never a good idea. If it was someone elses kid? I would tell the child, if they keep kicking me, I am in close relations to the boogy man, and I will make sure they are in their closet that very night. Only to follow with a MWAHAHAHAHAH. It would scare the kid senseless.

pick the child up and say stop and pass the child to the parents. If my little guy kept kicking me off to the crib he goes for quiet time.

Glare and tell the kid to stop. When that didn't work, I would grab their leg and hold it for a few minutes, or until they promised to stop.

If I was feeling short-tempered I'd suddenly shout, "STOPPIT!" as I leaned down into hes face. (teehee)
Or I might grab him by the scruff of the collar or his arm, keeping him at a distance, and hollar, "Mommy! Mommy!", then turn him over.
