I think, at least at first, each hair is thicker when it grows back after shaving... but I think pubic hair is already thicker... so it won't grow back any thicker.
Let's speculate thqat shaving probably doesn't cause hair to grow faster.
I've never shaved under my arms and I think it is growing really slowly if at all. However, if I did shave them, I am sure they will grow back quickly and then at some future point in time they would hardly grow at all, as is now the circumstance.
Perhaps then, the shaving would induce the rapid re-growth in under-arm hair (for example) ... to which , I conclude that the answer to your question is probably ..... "yes" even if only for a brief period until the hair returns to its natural length - a length at which it doesn't get caught and fall out.
