I don't think so. Rub your finger along the gum, it should feel like and have the shape of a tooth coming in. I think what you are describing are called Epsteins Pearls. These are harmless little white fluid filled bumps that appear on babies gums. These will go away on their own and don't cause any discomfort for the baby. You should be having the 4 month well visit soon, make sure you have the doctor take a look at it.
My son had the same thing.

EDIT: here's a link that will tell you more:

First teeth are usually front teeth, but not always. Lots of babies get the teeth next to the middle ones first. So I think it's probably a tooth. Hopefully your baby will get the teething out of the way faster if they already are getting a tooth at 4 months. My 6 month old doesn't have any, and my son didn't get any until 10 months.

Sometimes the bumps are there long before the actual tooth comes in. Even though most babies get their front teeth first your baby may get another tooth first. Don't worry they will all come in time! Peace

I would be surprised if it wasn't a tooth. Most babies won't get teeth until at least 6 months but some can get teeth as early as 3 months. If your baby is extra drooly and fussy (even though with my baby I had no idea he was getting teeth untl they were out because he didn't fuss) then you should have a baby with some shiny new teeth soon!

My 5 month has them too & I assumed that they were just tooth buds. She seems to teeth more in the front rather than off to the side.

If you want a clear answer, call your child's dentist (or any dentist, really...)
