13.
First two batters triple and get thrown out at home trying to stretch it into an inside the park homer. That's 6.
Next batter triples and stays at third. That's 9.
Next batter doubles, but the runner at third falls down and doesn't advance to home. That's 11.
Next batter hits an infield single loading the bases, that's 12.
Next batter hits a ball that strikes one of the baserunners in fair territory. The runner is out for the third out and the batter is credited with a single. That's 13.

Following the nice logic of Pardon the Interruption above, if, after the third triple, the next player somehow doubles with the runner on third not scoring, that would be 11 and then an infield single to load the bases becomes 12. Unbelievable unlikely, but theoretically possible.

ok, a guy hits a triple then gets out stealing home. 3 + another guy gets a triple and gets out stealing home 3 + a guy gets a triple 3 a guy gets a double 2 a guy gets a single and no one scores on any of the hits. Conclusion: 3+3+3+2+1= 12

the most they can get with no runs scored is 11, by startin off with a triple and the guy tryin to go home and gettin out at home on an inside the park attempt or stealin home on passed ball, and another guy right after doin same thing by gettin a triple and gettin out tryin to go home for In the park HR or stealin home on a passed ball, and then 3rd guy gettin a triple with next 2 batters gettin either walked or an infield single than keeps runner at 3rd base both times, but if that ever happens that'd be amazing, cause it never will

I can also reach 13 TB, using a slightly different final play.
1. Batter hits a triple (3 TB, X--)
2. Runner is out at third (1 out, ---)
3. Batter hits a triple (6 TB, X--)
4. Runner is out at third (2 out, ---)
5. Batter hits a triple (9 TB, X--)
6. Batter hits a double, runner holds (11 TB, XX-)
7. Batter hits an infield single, runners hold (12 TB, XXX)
8. Batter gets a single to the outfield, runner at second overruns runner at third, calling him out. (13 TB, 3 out)
