Why do those red X's show up on certain websites?

No matter what I do,I can't seem to get rid of those red X's,the ones that show up where there's supposed to be an image or a pic on the webpage,but it's being blocked for some reason.I tried to change everything from the security settings in Tools/Internet options to trying out different spyware,etc.This is the windows XP version.does anybody here know how to fix that problem?

It's not a problem on your end, it's on their end. It usually means the server they used to host the picture has stopped hosting the picture, for whatever reason (ie: they didn't pay their bill, site's gone out of business, etc...)
