Helping a Child Get to Sleep
1)Create a bedtime routine and set a specific bedtime that is followed each night.
2)Spend quiet time with your child before bed. Read a story together and sit quietly for a few minutes to have a transitional time between playing and sleep.
3)The scent of lavender can help a child calm down to sleep.
4)Use a tape of nature sounds to help your child unwind.
5)Use a radio set on static, or an electric fan running to create white noise. This often helps a child get to sleep better.
6)Refrain from high activity, or high stimulus activities for at least an hour before bedtime to provide a transitional time.
7)Increase your child’s activity and exercise level during the day.
8)Decrease the amount of time your child sits and watches TV during the day.
9)Allow your child to read in bed for ½ hour before going to sleep.
10)Spend time cuddling with your child to develop a sense of love and security

I have ADHD and am in my early 20's. Through childhood and my teen years, I always had trouble falling to sleep due to racing, overactive thoughts. It may be that his mind is having trouble slowing down. Here are a few things that helped me over the years. I'm not sure of your child's age, so I'm not sure how appropriate these suggestions may be.
Having 30 minutes of room time with lights on before actual bedtime. -- My parents had a period when I had to be in my room, doing quiet activities, but didn't have to try to go to sleep yet. This often helped me wind down a bit when I was younger.
Read a Book -- I found that focusing my mental energy on one thought instead of several helped to wind down and make me sleepy.
Drink a cup of herbal tea or warm milk -- I prefer herbal tea with honey in it. Honey is also known for reducing a young child's risk of wetting the bed.
Play soothing, non-verbal music. -- Music with too many words keeps the brain running, but I found nature music, light techno/trance music, or even instrumental music was a huge help. Also made my dreams seem more "colorful."
As an adult, I put on my favorite movies a lot... usually ones I've seen many many times that I won't pay too close attention to. These help me tune out and drown out all the mental noise and let me fall asleep more quickly. I'm not sure if starting this habit in a younger child is a good idea though.

My brother has ADHD and we were advised by a child psychologist to use red and green spots.
These are red and green circles used throughout the day. A red circle if the child does something with help and a green circle of they do it independently.
Before long they want the green spot and start going to bed themselves and staying there. Even if they don't go to sleep straight away they do eventually drop off.
