You're fine!
it's normal, at 4 1/2 inches and when you get an erection it grows another 2 to 3 inches
Plus your only 13 years of age and you still have about 5 years to grow a couple more inches.

I think you'll be fine, I thought mine was small but when I measured it , it was 5 3/4 long and 5 1/2 girth.
