I live in a condo that is a 2 family unit. My neighbor wants to reroof but as I was recently laid off and cannot find full time employment, I cannot afford to do this. He is threatning to have it reroofed adn put a lien against my unit till I pay it off. Can he do this?

A 2-unit condo is a problem waiting to happen. If you signed a condo agreement without reading and understanding all the provisions, or if they were okayed by your lawyer and they still allow that to happen, get another lawyer. Quick. The other condo member usually does not have the power to act unilaterally, unless he wants to bear the full cost, but who knows what you signed.
If the roof is in need of repair, not just "It would be nice to reroof the condo.", then neither of you may have a choice. If you can't afford it, you'll have to sell it to someone who can.

There must be a contract providing for this happening. If not, I doubt you will have to pay. He may have a case if the roof is leaking or damaged, but to reroof for the sake of reroofing is not a need for your concern.

Roofing falls under the responsibility of the Condo association and isn't yours nor your neighbors individual power to choose when such maintenance is completed. I suggest you start attending the condo meetings if you want to avoid an assessment. Although a good association would have a capital fund to assume full responsibility for this issue.

I think you are responsibly for your part of the roof, he is not, and I do not think he can re-roof your section without Permission...........
