Strength in numbers. I think in every Power Rangers incarnation, there's always 6 power rangers, so TMNT would be at a huge disadvantage. The PR have never fought a fight fairly. Against their enemies, it's always been 5 or 6 on 1.
With the current PR: Overdrive, the PR gets an even bigger advantage because they undergo a DNA modification where they gain extra powers, such as hearing, strength, etc. The TMNT are just humans that look like turtles. They can't even withdrew into their shell to protect them.
So, with the DNA modifications and strength in numbers, I would say the PR would beat the TMNT.

Considering all time seemingly stops when the power rangers call on their zords, I think the power rangers would win by just stomping the turtles after forming the ultrazord

Well, the Turtles always seemed to always be able to kick @ss pretty quickly.
Even though the Power Rangers have all kinds of super-powers, goofy zords, DNA whatever, even their advantage of numbers, etc, I think that the Turtles' speed could still beat the Rangers.

The teenage mutant ninja turtles would definitely beat the power rangers before the power rangers had time to call their corny megazords.

The TMNT would kick the crap out of the Power Rangers. If the PR pulled out their robots, thats cheap. TMNT would win simply because they are Ninjas, and have been around longer

Well it depends to the Rangers call the Zoids..if so TMNT are kinda screwed. But if TMNT gets the jump them before they can call there zoids then TMNT would kill them in 10seconds.
