This process is called cephalization; it is when the sensory organs all aggregate around a certain area of the body. Chances are, that if the brain wasn't where it is, we wouldn't even have a head, or at least would call a different part of our body the head. This is simply the way that organisms have evolved over time. Cephalization has caused the head to be the area in which the main nervous system componant - the brain - and all the sensory organs - eyes, nose, etc. - have congregated.

It needs to be as close to the sense organs as possible for a quick response. ie. Hearing and vision. Especially vision as there are a lot of signals. Of course I suppose that the brain could be in the middle of your body and the eyes and and ears could be there too. But then it would be hard to swivel around to look and listen...

Isn't the definition of head something like, "Where the brain is located"? If so, then whereever your brain is, that is called the head, correct?

The brain is in the head because in evolved that way. And it evolved that way because it evolved from the eye nerves. And the eyes are in the head so that they can see forward (in early animals.)
