I have a 3.2 GPA and would like to find a scholarship to go to Japan. Also if anybody knows of any good homestay programs that would also be helpful.

Are you a Leo, lions, interact or rotary club member? If your answer is yes then you can join their youth exchange program to Japan. I used to be a Leo member. In my last year as a Leo member I joined this program and went to Japan.
If you join the exchange program from Leo or Lions Club, you will have biggest chance to participate in this program and stay with the host family in Japan maximum one month. while for Interact or Rotary Club the risk to participate in this program is not so high. However if you been selected to join the exchange program under interact or rotary club you can stay in foreign country for one year.

Well, if you are looking for a scholarship that you don't have to pay back, you are not in too much luck in Japan. Those types of scholarships are almost non-existent here. Scholarships in Japan are basically what amounts to GSLs. You have to pay them back. There are schools that have special exchange programs where if you pay your schools tuition, you don't have to pay the foreign school tuition. Some schools even give their foreign student a stipend to live off of. You would have to search for those though. My school has that type of agreement with some schools in China and Taiwan, but the US schools are a little to proud to enter into an agreement like that.

I would recommend you contact a variety of schools in Japan and find out about there exchange student programs. Often times the school in Japan will arrange for home stays as well. It all depends on how long you were planning on staying, though.
