Only the natives are considered Aborigines. Just like Native Americans are Indians. Those who were sent there for punishment were usually natives of England, Ireland, Wales, Scotland and any other European country. Australia was at that time considered an island prison.

The Aborigines are the people who were in Australia long before the British sent people to colonize Australia as a punishment.
The Aborigines could have gotten to Australia milions of years ago, but no one knows.

The aboriginal people of Australia migrated there about 40 thousand years ago. England started using Australia as a prison colony in the 18th century.

The original Europeans who were sent to the continent of Australia would be classified as immigrants. Whether they were forced to the land, or not. The people who were born there from the immigrants would be considered in most circles as native. Distinct from the aboriginals, but native to the country.
For example: my ancestors immigrated from France to Canada in 1664, although I do have Iroquois blood in me from my great grandmother I am not considered aboriginal, but as I have been born here and my ancestors back to the seventeenth century I consider myself a native Canadian.
So the first criminals sent to Australia would be immigrants, their children, and following descendants would be the natives of Australia.

Aborigine, by definition, means native to the land. The people who were sent to Australia by UK authorities were debtors.
