we have police because there are people who live in communities, who choose not to follow the rules set by the community. when they choose to break the law, there is a need for someone to enforce the penilites set forth.
so through the ages there have been people, weither they be milita, solders, sheriffs, police officers, mounties, the chief, ect. elected, hired or given the responsibility for that enforcement.
without the ability to enforce the laws passed, a community would not be able survive for very long.
