I don't call people who do that. If they call me and do it, I hang up.

They probably do it because telemarketers now use systems where the call is not shuttled to a marketer until their is the sound in the frequency of a voice at the automatically dialed call. If you don't say anything you don't have to hang up on the telemarketer. I've taken to saying "Howdy, it's Terry" if I don't here the ring tone every six seconds. Doesn't cost anything and I get most all of my calls through.

Never had it happen to me, but if it did it would annoy me. If you dont want to speak, dont pick up the phone. Jeezz.
