I've actually had this happed a couple of times. I picked them up and helped them find their mommy. I would have called the police if it had been necessary. Fortunately, it's never come to that.

i would pull over and ask the kid if he was okay and if he knew where his parents were.if he didn't i would pull over and ask him where he/she last saw them and we would search that area calling there names.then if they didn't show up i would call 911 and see if they could get it on the news and i would stay with the child until the parents were found and they were reunited again: ).

Call the police. Not only to find their parents, but I'd be afraid that someone was using them as bait to kidnap/rob me. Depends on the circumstance. Hopefully I'd be in my car...
