Try Amazon or any number of online swim outlet stores like Kast-A-Way. Some sporting good stores like G.I. Joes may carry them online only.
I highly doubt you'll find jammers for much cheaper than $100. And it's such a waste of money too because they don't last long at all. They are meant for championship and Olympic swimming where money isn't as much of an issue - especially not when Speedo sponsors you.

you can find some pretty cheap ones one ebay and many times they also have the japannesse fast skins which are the colored ones that are very hard to find

they're expensive everywhere. maybe ebay will have them cheap, or craigslist.
