It used to be Perry McCarthy (he spilled the beans in his book "Flat Out, flat Broke").
It is now thought to be the F1 driver Julian Bailey. That was reported in the Daily Express last year, and TG have never actually denied it.

The identity of the first Stig was revealed to be Perry McCarthy when his book Flat Out, Flat Broke was published in 2003.

In January 2006, a Daily Express article reported that Julian Bailey is secretly "The Stig", although according to a Swedish tabloid newspaper the snowmobile-driving Stig at the Top Gear Winter Olympics was Dan Lang, a Swedish snowmobile driver.

Also, Mark Webber was given a T-Shirt saying "I AM THE STIG" after he appeared on the show in 2005. Webber was then warned not to wear it around the F1 paddock, as "Michael [Schumacher] doesn't always wear red".
