Swearing on the Bible puts you on notice that you need to tell the truth, or you may face repercussions from a higher authority. This stems from our old Common Law roots from England.

Although it may not mean anything symbolically to an atheist, it does reinforce the fact that if he lies, he may face recrimination, i.e. be charged with perjury.

I don't know of any courts that still require that you swear on a Bible. Now, you simply raise your hand and give an oath that the testimony you're about to give is the whole truth and nothing but the truth. The court reporter is typing up everything that is said and sworn to in court. If you perjure yourself, a transcript of your sworn testimony can be used against you.

I don't think you have to put your hand on the bible anymore, When I was on Jury Duty they asked the witnesses to Swear or Attest that they will tell the truth. Some did not use the bible.

It's just a ritual. Every single President, except for one, has been a member of a Masonic cult--Freemasons, Skull and Bones, etc. So, it's ironic that our Presidents swear on the Bible because their allegiance to their secret societies demands that they worship demons--Bael, Lucifer, Baphomet, etc.
