It means that he started something that he kows he won't finish. Bush purposely began a war under false claims. He lied to start a war. He used a terrorist attack as an excuse to break constitutional law and invade the privacy of US citizens. The man is maniacal and needs to be impeached and locked up with all the rest of the serious felons that threaten the US.
