I'll go off the chart here and nominate Alexis Rios of the Blue Jays as the best RF arm of 2006.
Not only did he throw out a few more baserunners than average, he excelled at holding runners.
From pure 2006 stats, the top 5 is (and keep in mind this is single season, so there can be a lot of variance:
1. Alexis Rios
2. Brad Hawpe
3. Magglio Ordonez
4. Michael Cuddyer
5. Ichiro Suzuki
For pure strength, I went with Tangotiger's ratings

3. Vladimir Guerrero (94)

1. Vladimir Guerrero (Gets bumped off the list if accuracy counts)
2. Bobby Abreu (Won a Gold Glove pretty because of his arm)

I am going to say that Vladimir Guerrero has the strongest arm. A few years ago, I want to an Angels-Yankees game in the Bronx. Vlad stood at the third base side dug out and threw it into the right field stands. I have never seen anything like it.

I would have to say Ichiro.
As far as the history of the game since I've been a fan the best right fielder who ever lived in terms of defense and rifle arms were:
Roberto Clemente
Roger Maris
Dwight Evans
Dave Parker
These four had the greatest throwing arms of any right fielders I've ever seen. Ichiro has the best arm presently but compared to my list he falls just a little short.

Ichiro doesn't really have a "gun" for an arm. Josh Hamilton and Jeff Francouer have the bast, then probably Austin Kearns and Guillen.

vladimir is great but inaccurate at times jose was good ichiro is more of a center fielder in safeco francouer arm is good and so was raul mondesi.
but the best of all time roberto clemente

since I'm from Atlanta..and know a little about the braves...i would have to say..that Jeff francouer is one of the best right fielders in the league...most outfield assists last year..by any outfielder..
