Yes, but there's not enough food in fresh water so they can't live there long. (That's not sarcasm). Whales have a special gland that takes the salt out of the water that enables them to live in the ocean. In fresh water, whales do just fine. As a matter of fact, when Baloga Whales are transported between aquatic facilities, they use fresh water.

Whales often swim into rivers and estuaries. The fresh water does them no harm but it kills a lot of the parasites on the whale's skin. There are some species of freshwater dolphins and porpoises which are small toothed whales.

no whales have to live in fresh water there are some dolphins that can live in fresh water and bull sharks can live in fresh water but whales can not
